When I click on "New Posts" link I only get the posts that were created after the last time I closed the forum window.
So if I open the forum in the morning and close it in the evening and click on New Posts next morning I only get list of posts that were created during the night.
Other vBulletin forums Im using return the posts from the last time I clicked New Posts and/or have a special category in the end of the list called "The threads below have not been updated since your last visit but still contain unread posts.".
Special case are the posts under "News and Announcements" part of the forum. The posts that are created there do not appear in the New Posts list at all. No difference if they were created before or after I last closed the forum window.
