Waiting quests should be grayed out to make it obvious that those can't be completed.
Countless of times players have asked in help chat why can't they complete a quest and in the end it turns out they have been trying to complete a waiting quest. This is why the quest should be clearly marked as an inactive quest.
I find this as a bug in the UI and not as an improvement suggestion.
