The Good Captain Part 4...Can't Complete

The last part of this quest - have 2 level 6 wheelmaker(s) seems unable to find my level 6 wheelmakers, what is the problem ?

Try these, one of them fixes those kind of bugs:

1. Log out and back in again
2. Stop and restart the buildings
3. Clear browser cache, if you're playing on a browser
