Defauty Default.

The default option for NPC's is not working. Yesterday when I logged in My scouts had all returned so I sent them out in order, Tonight they returned in a random order.

New definition of "Default" is "Whatever"

I don't even try anymore - I've named everyone to incredibly boring names to indicate their function and I just use that.

Further investigation has revealed that you don't even need to log out for the order of NPC's will change when default is the sort mode, a zone switch will do it.

Even more investigation has revealed what the problem is. If you have several of the same sort of NPC's who are un-named and un-skilled the sort does not go to a deep enough depth, If an additional deeper date sort was included this would prevent the NPC's jumping around in star.
