It's a very confusing quest as iolanthe has pointed out here (http://forum.thesettlersonline.com/threads/33682-Tutorial-Quest-quot-Complete-a-Collection-quot-Country-Saying).

You need to make a Country Saying buff in your Mayor House (Collections tab). It will then be listed in your star menu as "Add Deposit: Wheat" (or something very similar). Click on this, and place on a wheat field.

You can also trade for a wheat refill (looks like a stalk of wheat with a cave/mine image behind it) but as MOD_Houri3 pointed out the Country Saying is probably the cheapest/best - only takes scarecrows and herbs.

To build on the previous advice (cheers guys!), you can make the Country Saying buff by collecting various collectibles around your Home Island. Some will be placed in obvious spots, while others are quite well hidden. If you spot one, you just need to click it to gather it up! As Xibor said, you'll need Scarecrows and Herbs to make the Country Saying buff from your Mayor House.

Upon making the buff, you'll be able to add Wheat to a Wheat field and complete the quest.
