Excelsior buffs not adding +10% if placed by friend at Premium

hi,

I got a 'Ore Mining Guide' placed today by a friend on Premium.
I got the +50% (6h in total) but not the expected extra +10% as placed with Premium.

Anyone have same issue with other buffs from Excelsior?

yes its not affected by prem bonus.

it seems all Zone-wide buffs are not given extra time if other player is premium.
This means anyone can buff another player with zone buffs - makes a nice level playing field :)
