Guild house levels?

I wondering about guild house building, I just make a quick refresh not got anything helpful about levels, I saw in the wiki it can be reached to level 3, but I saw it can be up to level 5 and they have a UI:

Level 1

I'm wondering, thing came from 2012 and not have full implementation, or bugged? or something missed, I built one just for fun, and it is level 2 only, my guild got 100 seats already.

Any clearification?

German wiki said level 5 is having guild with 100 seats.
Someone said that Guild house level depends on your role, but I'm guessing there is no more than 3 roles anyway, also, it make no sense, why normal player would get it anyway.
And I think you or someone else said gems version is lvl 1, resources version is lvl 2.

Nothing make sense, this is really mysterious lol !

I agree maximum level for guild house is level 2. Never seen a guild house with a higher level.
