Vargus wasn't landed. I moved other generals to give him space but he wouldn't stick. Had to send him home, then back again. I haven't been doing easier adventures for a while. I had hoped this would be fixed by now!

Annoying, I agree, but usually, no need to send home. There are maybe only 5-6 valid placing spots in Gunpowder for generals from Star Menu - just move the others around (maybe to other sectors or to Star Menu, if the general not needed for the first attacks).

Tried that - didn't work - he just vanished after a couple of seconds.

Yes, that's why I said "valid" - there are more "apparent" spots, from which the general will disappear after a few seconds, just like you said. You just have to try several spots, to see which of them are real.
The same problem persists in Secluded Experiments too, despite one of the recent fixes that was supposed to deal with it.
Not sure about Heroic Tailor, I haven't played it after the "fix".
