Help please - completely stuck!

Complete newbie (lvl 8) and I can't move on at all.

1. Can't complete New Settlers as I already have 50 population so can't add the 10 foreign sttlers to Mayors house
2. Can't re-position a building(System Functions) as can't yet make hardwood planks and it won't let me do it with crystals
3. Can't find the Master builder I'm told I've got

so just can't do anything.

you should be able to do the reposition building quest
click on the build menu (looks like a house) then on the toolbox. there is a move building button (house with blue arrows). Click on the provision house and move it. this should only cost you pinewood planks and stone

the new settlers quest will have to wait till lvl 15, when you can build a residence, don't worry about ti, you can progress until then.
the master builder i can only assume is maybe a quest, it is not a thing in the game.
