The Collectors Path - help please!

Collectors Path - Complete a collection - task is to add 1 wheat from star menu to any deposit. I just can't seem to do this. Click on star menu, click on wheat and the only place lit up that I can add to is the Mayors house, and that just shows as wheat added but doesn't complete the task. Can't add to fields, farms or mills. Am I just missing something completely? Advice please. TIA

Make country sayings in the collections tab of mayor's. Pick it up from the collections tab once it's made, it will go to star tab where it will turn into add deposit wheat. click on it in star then click on a field to add it.
