General with recovering skill is not recovering after 1st defeat

does anyone else encounter that generals are not recovering after their first defeat when they are taught so?

I first thought ok u forgot u attacked twice but now i checked for real and my MMA is defnitely attacking for the first time and not recovering anymore after his defeat. I can confirm it for far away sectors at home , VLT, Woodcutter and BK for sure but dont think it is relevant

1-UP skill states it only works for adventures, so generals not recovering on Home Island is working as intended.
