Outpost buff timing not working properly

I started a strong intel buff, waited for the notification to appear, then started TOW.

But when I checked on the adventure the buff is not active.

This is a waste of my buffs/resources/etc.

Please fix this or place a major warning to wait at least 2(?) full minutes before activating an adventure.

Are you sure you activated the right difficulty buff for difficulty of the adventure? Did the zone buff summary on the island show the active intelligence buff before you started the adventure? I don't rely on the cooldown time showing. I check the zone buffs on the home island, confirm that the right intelligence buff is active for the adventure I want to do, then start the adventure. I've had no problems.
