Cannot build collectibles in mayor's house

Collectibles in my mayors house are "stuck". I cannot build them. On the screenshot only thing i can do with collectibles is scroll through the list and click instant complete for gems. It has been like this for days. Instant complete for gems works and i get the item but when i try to build next item it gets stuck again. Timer is not running and i cannot find other way to cancel the item.

oh and BTW i have already lost more than 100 gems because of this bug while trying to build sargent skunk and other stuff.

from the looks of it, you are doing the lvl4-5 upgrade of mayors house?
this takes 7 days and you cannot make collections in that time
as with all buildings, production stops during an upgrade

thats doesnt make sense. i cannot build stuff for resources during upgrade but i can pay gems for it to finish instantly?

at least put a visible note somewhere about it.
