Hmmm, I can"t find this buff option in Changelogs.

Or maybe it's, again, a know bug, by the one who know but keep it for them ?

Ok, so BB knew there is simple text mistake since more than 4 months...

They choose to let the text with additional buff go to live server...

So, where is the additional buff ?

As Kit said, there is no buff. The text is incorrect. The Dev Team is aware of this and is working to fix it.
