Here is a screenshot of my population overview. My population capacity hasn't changed for a while, I don't have any troops building or any adventures in progress so there are no military units or PvP troops off doing other things on other islands.

There are 40,000 kingdom army units. This number is correct if you add up all the troop totals separately.
There are 3000 PvP troops. This number is correct if you add up all the troop totals separately.
The total number of military units (troops + PvP) is given as 42,500. This number is not correct. It should be 43,000
There are 4,700 unemployed settlers + working settlers. I assume these numbers are correct, I haven't counted all the buildings on my island...
4,700 non military settlers + 42,500 military settlers = 47,200 which is the correct population cap, but there should be 43,000 military settlers.

So, I've got 500 ghostly settlers who are somehow in my military but who dont count for population.

It's been broken for me several months, if not even over a year

It's nearer 2 years. It's due to the 3rd quest in the Summer event quest chain. The housing problem quest in the Host of responsibilities chain. It appears it's only correctly working if you use combat to decease your population so as to have room for the required pop increase. If you used any other available means which gives the pop back it counts the loss but not the gain in pop. The result is your army's possible max is mis-calculated afterwards allowing you to have more troops than pop max -(working pop +idle pop).

I did inform the CM about this problem during the 2018 soccer event. It appears no steps have been taken to fix it.
