I've got this recently from an event, looking to place on my Archipelago but I am unable to do so, is this a bug or is there something I'm missing. And yes, I created a large space to try and failed ;)

It's by design that you can't place it or the granite pit there as these were made before new levels were added and their behavior conflicts with the other deposits.
