So, add 2000 Wheat from your star menu....

If I add actual wheat refill, no problem.... But if I use the generic refill it doesn't record the wheat as added.
Tried on Rabbit filled and normal wheat fields.

The quest is asking for a specific refill,naturally the generic one does not full-fill the requirements of the quest. No bug here moving on.

With all due respect, I do not think Dorotheurs was patronising you...

You started a thread in the Bugs section and it is common on the test server forum to amend the title of a thread with "no bug" if it indeed proves to be the case.

In this occurence, yes it is all about a detail but the text of the quest does say wheat.
But don't worry, plenty others have made the same reading mistake before being given the correct advice in the Help tab (as has Dorotheus here).

PS: you should have more "refills" quests during this event, but now you know what to do ;) (and no, I'm not being condescending).
