Prob been banned because you asked for a payment refund they wont like that

If you used a chargeback then you have probably been auto banned as chargebacks are usually done only when cards have been stolen or user has had fraudulent intentions.

It can take a long time now to get it resolved as there are multiple payment processors included that need to pass info.

Based on what? Ubisoft page says "Purchases for consumables, DLC, codes redeemed on other platforms, or in-game purchases are final and not eligible for refunds." and that's what TSO Gems are.

Don't be mistaken for the game company's rules are above the law.

This is an EU server plus BB and Ubisoft are EU based so those laws are followed. AFAIK refunds for digital game currency are not refundable in general.
