Additional island - can't put exotic wood cutter camp

For some unknown for me reason I can't put exotic wood cutter camp and exotic wood forester on my additional island. I have cleaned up from bandits three sectors already, but no one new building can be build on them. https://prnt.sc/19omeya

Have you used Sector deeds on those sectors ?

There is no storage house either so how to tell.
