No building licenses in star menu

Hi,
I recently expanded to a new sector and I can't see my building licenses go up.

I have now 4 sectors (initial + 3). I have built storehouses on the three additional sectors, yet I cannot see anything on the star menu.

I have read somewhere that the licenses come in some form of email from the defeated bandit leader. I typically just either replay the battle report or delete it straight away, but I have no recollection of there being any sort of reward.

My building license count sits at 75.

Is this something that can be investigated somehow?

I got the quest to add a building licence, but i never saw one either.
Did defeat at least one banditleader.
