ready to exel quest not completing

Several players can not get the quest completed by any known workaround.

I go to Exelsior, click short letter, and do 10 attempts, then the quest does not complete.

It's not me having a problem with it, but seemingly everyone who gets the quest (at least 3 in my guild)

Same problem, quest is just not completing. I can provide a simular screenshot as the one above, but don't see the point :)

So after receiving 1 part, the quest still does not "trigger" as completed?

@BB_Trafffer, yes that is correct. I get many parts, I can even complete the small letter, and still nothing happen.
