how do I find the archipelago, to build my exotic wood cutter? I', level 54...do I need higher level?

Clear the cloud on the 1st section using explorer and then build a store between the 2 small cliffs - that allows you then to move 3 generals over to it. Then send explorer out again to clear some more cloud and that will show enemies hiding as per main island at the start. Kill the enemies, build a store (*), send explorer, rinse and repeat. On the 2nd sector you clear of enemies there is exotic wood that you can harvest. (*)Little tip, you don't need to build a store on each cleared sector if you are struggling to afford the licences.

how do I get 3 generals over to new area?

Just move them as normal, they will pack up their garrisons and march to the nearest store and come out of the store you built on the archi. Alternatively you could try return them to star and then try directly placing them on the archi.
