can't complete parts of achievement's

i'm having trouble with completing island of the pirates using only recruit. i done it numerous times and even tried with using more recruits and only one but nothing.

the same with witch of the swamp can't get that achievement.

is it a bug or am i missing something?

Those sorts of achievements have been broke since Halloween.
