My settlers population is reached max because of that i can't complete one of my quest is there a way to decrese one or two settlers

You can do an adventure and lose some troops or send some to the harbor buiding where they will emigrate

or build a population building ofc

From level 13, you can build the Harbor. This is an effective way to get rid of some settlers.
