If a unit does not have splash damage ability (which none of the low level units do), damage it does is not transfered to the next target if it exceeds original targets HP.

In your example its not bowmen doing 12.5 damage, its individual bowmen doing 10 damage because the targets have 10 hp, hence the excess damage is lost.
