Easter Event - We need Friends quest not recording settlers creation

There seems to be a bug to this particular quest where settlers are not being recorded toward the quest target when created in Mayor's house.

The quest requires creation of 10 settlers, my settler total has risen by 4 since quest start and yet quest still shows 0 settlers created.

My hubby has the same problem - he's been creating settlers all day but when he got home from work none of them had been counted - he put a ticket in with Support (crosses fingers)

Yes, village school, university or spa do the trick.
