You can make them in the token mint. Costs titanium and oil. No telling when the next one will show up if you don't have one already. Usually there is one in the summer event.

with love tree and pfb, the cost of oil is no problem, 10,2 oil/token is peanuts - the grind with weekly challenge and searches is too long if you have many buildings to upgrade-

in the end it is all about what u need and how quickly
