Militia->The Militia :Uncompletable

I got so caught up in the Halloween event that I forgot to complete the quest "Militia->The Militia" and I am now level 51 and my island and Archipelago are completely explored. I have no camps left.

How might I get this quest cleared and/or completed?

difficult to say- i looked it up on wiki and it is a lvl 21 quest

possible suggestions:
1) use gems to complete (if allowed)
2) try an adventure that has "bandit camps" and see if it will register that as clearing the requirements
3) submit ticket to support and hope for the best
