When mining Star Shards, can one make buffs to mine faster? I am sure there was when upgrading. S.C.R.A.P.P.E.R. Lubricant
Increases star shards mining was available in the Forerunner, but there is no tab now I have level 4 Forerunner

Yes, you are correct but unfortunately the lubricant buffs can only be produced and applied in the "Starfall Mining" quest.
The tab will appear in the forerunner so you can produce extra buffs to sit in your star ready for the next time you receive this quest but they will be of no use in any of the other quests.
