More than 3 hours since I was locked out and the problem remains...

Thanks for your report Micwei, this can happen quite regulary. But in most cases, you can just click on "okay" and then still play.
If it stays even afterwards, the following situation can cause this error:

1. You denied third party cookies and disallowed Ubisoft-Cookies. You can activate/allow them in your Browser Settings. For the Ubisoft Pop-Up with the Cookie-Request, you have to wait at least 1 hour (Webpage).
2. Update your Browser to the latest version
3. Update your System to the latest Version (actually update your system fully)
4. Update your graphic drivers
