Bug with Scouting Party quest

Hello, Need to buy two Explorers, to complete the Scouting Party quest, but the "Buy" button / tab is greyed out. How do i resolve this?

buy scouts in events and it will clear- takes longer but it will clear

you probably bought the explorers before quest popped up so now it takes longer )

There will be a goal to own 6 explorers. So you will end up at same situation again.
