Building pop-up - buff button not working

If you select a build the pop-up shows a buff section. This has a button with crown, beside it another one with a crown and a crystal.

If you roll over the crown & crystal one you get a message saying "Coming soon" fair enough, while the crown only one says buff - was expecting to be able to go straight to the buff menu if no buffs available or chose a buff from a list. I've tried this when there were buffs available in the star menu.

Is this whole section not implemented?
