[Bug] Goods not delivered when not enough goods for next process

Okey, I have just noticed the following bug today.

I have a production building. When this production building is done producing the goods. It will NOT deliver the good until it can start producing again.
So let's say I have a lvl 5 smith. that is done, but I do not have enough coal to start the next cycle. Then the 5 swords will not be delivered. The goods will be delivered tho if you have the coal again and the smith can start working again.

This does not seem the proper way to handle goods, it should deliver them when he is done, no matter if he can produce again or not.
