Interaction between building queue and building license

Hello,

I think that I find a bug with the interaction between building queue and building license.

When I have 1 building license and a first build in my building queue, it's impossible to add a building.
For example I have two coal mine to build and I have 2 building licenses. I add the first, and now it's impossible to
add the second to the building queue.
I don't have enough resources to build it, but it's impossible to build anything ( wells and fields except ).

I have to wait the end of the first building.

Is that normal? I don't mind it.
