If you queue up 3 buildings and wait until the first one is almost complete and then change the order in which the last two are being built, then when the first one is done, the second gets started and then the third swaps places with it and then gets started too. As a result you now have 2 buildings being built at the same time.
I've reproduced this a few times, and it seems to be caused by lag.
