Loosing building licenses?

Hey,

I seems to have spotted an issue which I am unsure if it is suppose to react in this way. I am queuing buildings to be built but decided that i do not require the building (before it is being built), so I cancelled the building order. I see however I still lost the building license for that building even though I never built it. I also see that I don't regain any licenses if I do delete my building after they are built. Are these intended actions and if so why? I thought it would make more logic to reimburse the license if the building is deleted.
