Can only the owner of the guild use counterfit memberships or can lvl 2 members allso do it?

Does noone know the answer to this?
players can buy counterfeit member ship and add them to guild leader guild. But guild leader need put counterfit membership again to guild, to increase guild member limit.
Anyone with a guild house inside a guild can increase the number by using the certificate on their guild house.Quote:
