This may or may not be a bug... on the economy overview for water the water mill appears under the consumption column as well as the production column. I believe it probably as something to do with it being an infinite resource. It doesn't really affect game play, but for consistency it shouldn't be there and given it always reads 0 consumption it is also redundant.
