unable to retreat a general after interception

I have earlier with success send a general for a 'planned interception'

After the interception being able to retreat the general before he entered the interferrence zone of the 'original (non) target'
This is apparently not possible any more.

Any other players having this issue?
And have this game play change been announced?

It hasn't been changed, but the lag is so bad at times the general isn't responding until too late.
