"A sign of esteem" probable bug

I'm not sure, but it looks like the request and the rewards are inversed in this quest:

That's one of the 'dodgy' quests, to trap the unwary. Always hit cancel.

This sucks, I accidentally paid resources for it today. Why would you need to trap people like that?
