Trade as an alternative quest

Does anyone know why this quest willnot unlock??

Requirement are level 14-29
have a brewery and a bronze weaponsmith

I was level 29 and had all the buildings quest would not unlokc. Now i've leveled up to 30 on completing loads of quests and the quest still wont unlock :(
