I have noted that when upgrade the baracks the description shown by the upgrade button is wrong:
- from level 1 to 2 description says 100% but was 50%
- from level 2 to 3 description says 50% but was 33%
- from level 3 to 4 description says 33% but was 25%
if you look at this from the oposite direction it makes more sense.
at level 1, 1 recruit takes 3 minutes to train
at level 2, 2 recruits take 3 minutes to train (100% increase in production)
at level 3, 3 recruits take 3 minutes to train (50% increase in production)
at level 4, 4 recruits take 3 minutes to train (33% increase in production)

The calculation is actually (time taken at Lv 1) / (Barracks Level)
So, if it takes 60 minutes to make 20 recruits at Lv 1,
Lv 2 = 30 mins
Lv 3 = 20 mins
Lv 4 = 15 mins
Lv 5 = 12 mins
So, as Robert1901 said, the percentage is the increase in production in the same time period.
Another way to think of this that might be helpful is to imagine that every time you upgrade your barracks, you improve your production speed by the same amount as if you could build a new lvl 1 barracks.
