I am lvl26; I progressed quickly by killing camps, ignoring quest book.
Now, I noticed that some tasks are locked e.g. Tactician (First strike units) lvl23 or The sausage piramide (Neither fish nor fowl) lvl 24.
I can't finish them and get reward. What to do?

You are not the only one, MsRaspberry. This is a well-known bug that has been reported many times.
BB are working on a 'hot-fix' which should cure the problem. It's due to be released in a coming update, but no specific date has been given yet. We also haven't been told what that 'fix' will be, but I suspect that it will simply remove these quests from your questbook when you are no longer the correct level to do them.
