Does indeed sound like a bug, have you tried a refresh and seen what the camp says after that?
I've heard of this happening before. Just send one recruit to clear the camp.
And next time you're up against 200 dogs, don't make a rookie error like suiciding cavalry on them. Have you really been playing this game since April 2012?
If you want, I'll clear next camps for you in exchange for 1000 horses only each :)
