Hunter production = 534 (buffed), original is 318
Butcher consumption = -464
When I go to the Sausages/Butcher production, I got a +232 (buffed, original is +116).
Is this a bug? I understand that the butcher consumption should be the same as the butcher production..? Same as everyone else.
consumption and production for a building are rarely the same, so I think it's your initial assumption that's wrong.
If you click a building and then the "Details" tab you'll find how much it's consuming and how much it's producing, as well as travel times and the total production time. For example, a level one Butcher uses 4 Meat for every 1 Sausage (unbuffed.)

The Economy Overview is very handy but it's a bit of a rough guide, the info in the Details tab can help you plan more exactly how many buildings you need in a chain and how your placement affects production. The base production time of a Hunter is 6 minutes for 1 Meat (don't forget to check the travel time too) and knowing those numbers you can plan quite specifically what you need to balance and get the most from your buildings.
The "it happens rarely" part is not true, certainly not when it comes to the sausage production. When having a level 1 butcher and a level 2 hunter, it's perfectly balanced. Perhaps this explains why you expect it to be balanced as well after buffing?
