"A question of style" quest

Hi! "A question of style" quest do not work ok! I made production value for Water, Coal & Gold, under the Economy Overview. The quest do not end!!!
I am 8 gold, level 3 and still does not work!

any suggestion?

8 gold of what? The quest needs gold bars, so you need gold smelters.

Approximate figures include: 12 level 1 gold smelters buffed, 6 level 2 gold smelters buffed.
