Observed behaviour:
When this has happened, the waiting quest has appeared when there is only 1 player left to complete.
The second quest then has the requirement that 1 fewer player needs to complete the task to achieve the team goal.
(No changes to membership, neither additions nor dismissals, so that 'aint it)
What then seems to happen is that when the required number achieve the team goal for the second quest, both quests complete instantaneously, and the following quest then reverts back to the original requirements for completion.
Bizarrely, it appears that the waiting quest becomes the last player for the original quest.
At the same time, the guild stats go haywire, and appear to show the complete opposite of the true situation:
eg. 2 players left to complete, but stats show 2 inactive players as the only ones who have completed, whilst those who have definitely finished are showing as "open".
