This has been going on a good while now unfortunately and buffed Prov can catch the same bug. The advice found [originally on .de, now] here: Troops are gone from garrison back to training seems to help. Though it does mean stepping away from TSO for a bit. o.O

ok so the "fix" kind of works, but I have lost half an hour of my buff minimum since noticing the issue :(
And this is now 2nd time in one day its occurred..
