i've killed bandit leader in sector 3 and as a reward i'm supposed to get gems and building licences. got the gems but no licences! :confused: any ideas?

Have you claimed the loot from mail? The Licenses should be in there, then they'll go the "All"/"Buffs" tabs of the Star menu.
