Improved storehouse uses license?

I was pretty sure these didnt use a license, but sad to say the 2 Ive erected (having demolished normal ones) havent awarded 2 licenses back :(

Now this might or might not be a bug, but since it's a gem bought item, I would have expected that these new buildings use no licenses.

Well, they do.

I built 6 this morning, they did not use licences...
